Sir,

With reference to the application by the Chinese Authorities for the extradition of Zeng Ch'u Yun accused of connection with the dynamite explosion plot of October last, and to your despatch of 19th instant, I have now the honour to enclose copy and translation of the report of Shih Ching Ju's evidence as furnished to me by the Acting Viceroy.

This is a more full account of the confession than that obtained by me indirectly, but the two differ in no material particular. There is, however, one discrepancy that previously sent states that Zang gave Shih credentials; in the copy furnished to me officially Shih declares that he did not receive any.

I also enclose translation of another despatch from the Acting Viceroy, and of its enclosure, the latter being a report of the evidence given by another prisoner, Zang Hsiang Pu, which seems to corroborate the evidence of Shih Ching Ju against Zang Ch'u Yun.

I have the honour to request that I may be informed whether this is a case in which the procedure under the Ordinance of 17 November, 1897, applies.
